Immigration Reform and Control Act (IRCA)

In 1986, President Reagan signed the Immigration Reform and Control Act, a bipartisan agreement to address illegal immigration.

Almost 20 years later, Congress passed the IRCA, a bipartisan agreement to address illegal immigration. The bill legalized certain seasonal agricultural undocumented immigrants and granted amnesty to more than 3 million undocumented immigrants who entered the United States before January 1, 1982. The IRCA also gave immigration enforcement agencies greater power to enforce existing immigration laws.
